Wisconsin Early Childhood Collaborating Partners The Wisconsin Early Childhood Collaborating Partners is a statewide group united through a common desire to transform early childhood care and education. It's purpose is to facilitate the development and implementation of a plan that permits every child and family in Wisconsin access to a blended, comprehensive delivery system for high quality early childhood care and education.
