Quality Education Coalition The Quality Education Coalition (QEC) is Wisconsin's only coalition of parents, educators and advocates, that works together to improve the quality of special education in Wisconsin on a systemic basis. Indeed, QEC works on more than just the budget. QEC is currently working on two bills to improve transition programming (at no additional cost); and one bill to limit the use of seclusion and restraints in our schools (also at no additional cost). We need your help to get our message across.
